Because they are usually slaves to fashion. Someone a long time ago said this, so they must obey.

These are sayings from long along when people had no television or computers to occupy their time. They made up these things and they have been passed down from generations. Most of them are fading out now.

I dont know why it is said but I wear what I want , when I want. I even go out in my pajamas if I have to and I am sick. LOL

haha it was originally probably some sort of social experiment and people just started following it...proving the conformity of humans....
whoever started these 'fashion rules' is probably laughing so hard at us all now...
