a tumor develops when cancerous cells begin to divide and form a mass or clump of cancerous cells. it can form in any part of you body that has been affected by cancer.
what this clutter of cancerous cells does is it prevents oxygen from reaching your original cells. remember cancer develops when you body does not catch and destroy a cell mutation in time and allows that one mutated cell to continue dividing until is becomes too large to combat.

"Cancer" cells, you mean.

A tumour is a cluster of cancer cells, but it's always possible there are some normal cells embedded in it.
