is there a way to do this and do you need a country code.

I have an update from Tmobile who said you don't need a country code with teir service as long as the other person is using a sim card. They would be roaming and have to pay the international rate of 35 cents per minute. All other service providers need a country code.

yes. you just put the country code (example: colombia 57-310xxxxxxx) plus the number of the cellphone

Yes you can but it also depends on the services you are subscribed to with your carrier.

For Cingular, I text to the Philippines without the long distance dialing code (011). I substitute it with a + symbol then follow it with the country code, then the city code, and then the phone number of the person that I am calling.

Ex. +6326811234

Where:

63=country code
2=city code
6811234=phone number

The charge per International text message is about 15c/message on the Cingular service that I am currently subscribed to.

Yes. Many foreign countries are actually ahead of the US when it comes to using text messaging, it has been part of European cultrue since 2000. You will need the country code when you text.
