If you're talking about the movie Scarface no he's not messing around with his sister. At the end of the movie she starts taking that he wants her because she is so distraught at his killing her husband she assumes he did it so he could have her. He was just very protective of his little sister and did not like the fact that his best friend and partner was with her after he told him to stay away from her.
