You could use a razor-saw. They are available from DIY shops and model stores. The razor saw will allow you to saw off a thin even layer to give you a flat base. They cost about £5 to £10.

A Hacksaw works fine for that. Get a 32 tooth per inch blade.
The hacksaw is cheap and can be used for almost any cutting job.

cut the bottom off with a fine toothed saw and then lay out a sheet of sandpaper and rub over to form a flat base

You could try rubbing it on sand paper set on a flat surface to create a flat spot on the ball. This should stop it rolling away.

Buy one of those cheap snap off blades and remove the whole blade. Carefully slice off the portion using a sawing action.

i would use a hand saw and a metal file to smooth it flat. maby smooth sand paper to make it smooth

If you don't own one, use a friends chop saw (mitre saw) and that'll give you the flattest, smoothest surface.
