I once heard some who was taking a sex ed. class say that his teacher claimed that 99% of people masturbate. He also said that the 1% who said they don't were lying. What is the truth?

99% might be a little on the high side.

Masturbation is a very natural human function. So, 99% is probably very accurate, although, to ask 99% of humanity would be impossible, suffice to say that while the number seems like a lot, it is probably very accurate. Do an internet search for Dr. Kinsey and you will be surprised what you find.

I agree that 99% of males masturbate and the rest lie about one most natural sexual outlets for males.

i think we all do it. when i was 12 yrs old, i instinctively started humping my bed before i really knew what i was doing.. finally, at 17, i learned that using the hand was what it's really all about! i think we all become curious about our bodies.. and most of us end up loving orgasms so much, that we do it as often as we can..
a few people i know say they only do it once every couple of months, but these are people who are sexually active, so they don't need "themselves" to do it. hehe

Unfortunantley our sexual urges are not voluntary, which is why a lot of people opt to masturbate, it's safer than sex

maybe not completely conciously of what you are doing, but yes.
(i.e. rubbing up on things, washing youself a little too vigorously in the shower...)
by the time you reach adulthood, you masturbate one way or another.
