There's no such thing as a best notebook or PC, there's a "best for me" for my needs.
HP have good products.

A few answers here:
1) If you are looking for best bang for buck the Acer have some outstanding specs for < £400 all in. Check out www.ebuyer.co.uk have heard mixed reports on post sales support from Acer though.
2) Dell are also good value and a bigger brand with warranties you can't argue with for a small additional investment. Tech support pretty good once you get past the line 1 numpties driver downloads etc pretty much unbeatable. Can be a bit plasticy on the basic models though.
3) IBM or more correctly Lenovo are absolutely bullet proof, most solid build I have seen and yet to have one go wrong. Not cheap though.
4) Sony Vaio's are gorgeous but you pay for the privilege, nicest screens I have seen on a notebook.
5) HP's are probably the most improved manufacturer of late, starting to eat into other companies market share and I have been hearing good things but not actually handled one myself yet.
Horses for courses really by and large you get what you pay for, if price is an issue and you aren't overly techie though HP or Dell would be safest bets. I'd probably edge to the HP from the latest reviews I have seen.

It depends what you want from the laptop, although I wouldn't go for a Dell as the laptops have a history of being.... combustible.

You can't go wrong with a Dell. I have also found Gateway to have good laptops.
Go to www.tigerdirect.com to find the best deals on laptops found on the web.
