Hydrogen definitely burns. Oxygen, believe it or not, doesn't. Fire and burning is just a term we use to define what happens when something reacts with oxygen (in an observable way). When hydrogen burns, we really mean it is reacting with oxygen to form covalent bonds, which create H2O, what we normally call water.

The word you are looking for is a "reaction." Simply mixing oxygen and hydrogen won't make water. Having a reaction to combine both will.

Oh trust me oxygen at least is flammable if that's what you're asking...my chemistry teacher demonstrated in last class what happens when a fire (from a candle in this instance) is held to a balloon full of helium and oxygen. Explosion was strong enough to send a small shockwave through the room.
I'm not sure on hydrogen though. I actually don't think it's flammable because don't blimps use hydrogen instead of helium now specifically because of what happened to the Hindenburg and how dangerous helium is? I would assume they did that because hydrogen was more inert.
