The price of a patch of land in Rome at around, say 117 A.D., was, in a word, high. Safety regulations of the time period were rarely observed, so to squeeze as much money as possible out of a plot of land, owners would build thin walled, high apartments that inevitably had a tendency to fall down or catch fire. The high rise flats in Rome were for the Freed men who lived in next to povity, I forget the name of this type of living, but I have heard that the (I suppose Bedsits) were an easy way of housing the annoying people. I heard that each dwelling had a hole in the floor above the hole in the floor of the flat below. The holes were toilets, and if the guy at the top needs the toilet at the same time as the guy on the bottom then it will go down onto the bottom guys head.

Could it of been because they were in Rome use to the warmth and by lifting the floors it stopped the cold,wouldn't get flooded,to save space.Who knows,do you?
