“Why did Romans live in high-rises’?

The price of a patch of land in Rome at around, say 117 A.D., was, in a word, high. Safety regulations of the time period were rarely observed, so to squeeze as much money as possible out of a plot of land, owners would build thin walled, high apartments that inevitably had a tendency to fall down or catch fire.
