y = -x² + 8x - 18
y + 2 = -x² + 8x - 18 +2
y + 2 = -x² + 8x - 16
y + 2 = -(x - 4)²

The vertex is at (4,-2) and it opens down. So y is never positive.

It is never in quadrants I and II.
