I have an IBM Thinkpad T42 that has a s-video port on the side of it. Can I use that port and a vga- svideo conversion cable to display the video of a different pc?

It is a S-video port out not in, if it was in you would have 3 inputs the red/yellow/white..

If you are trying to use your Thinkpad screen as a monitor for another PC it won't work. Sorry.

No, because that port is an OUTPUT port, and what you want is INPUT.
