Make sure that you don't have a soft-smudge type eyeliner. If you do, then try a liquid eyeliner. The brush is a fine brush. It's hard, but oh so worth it!

this is my ongoing problem too!
my best answer is use a makeup brush instead of a pencil. a really fine-tipped pointed one, OR one of those super-flat ones shaped like a paddle. wetting it may help (though remove it from the pan first, to avoid water/bacteria contamination). and aim as close to the lashes as possible.

try a liquid eyeliner, they're easier to control when it comes to size, and are easy to apply as well
