It may be installed but isn't started, if you have checked the Admin Tools area and the Internet Information Services button isn't active, install per below. If the IIS button is there, click on it and it will bring up the section in which you can then turn the service on (Action on the toolbar/Connect...).

Install by:
Start/Control Panel/Add Install Programs/Add Install Windows Components (icon to left of control panel). Check mark Internet Information Services (IIS) to add the component, click ok and it should install.

You may have to insert the wincd but it will prompt you to do this if it can't find the components on your hard drive

Goto Control Panel
Add or Remove Programs
On the leftside, Click the "Add or Remove Windows Components" icon
IIS will be on the list
