If someone else uses your computer and they own it or have admin status they have set it that you cannot use the task manger. Ask them to log into or if you have the pass or their isnt one go on to the admin account and change accounts statuses.

You have to log in with the Administrator account and re-enable it.

If you are familiar with the Registry, then try this (but at your own risk)

Run Regedit and go to:
HKEY_CURRENT_USER\
Software\Microsoft\Windows\
CurrentVersion\Policies\System
DisableTaskMgr
REG_DWORD
1=Enable - this key, that is DISABLE TaskManager
0=Disable - this key, that is Don't Disable, Enable TaskManager

If all else fails

You could try restauring it (all programs/system/retaure) to an earlier date. Someone may have accidentally deleted it

Or you could try re-installing windows

This is probably because of an virus/spyware.You can't fix it with any anti-virus or spyware remover(i had the same problem few days ago)Try to re-install ur windows that helped me :)...Cheers!
