After WWI, America helped out Germany economically so that Germany could pay Britain and France for their reparations, and in turn Britain and France could pay back America for the loans they provided during WWI.
During the Depression, this fragile system imploded and Germany suffered badly. Hitler came into power in the 1930s and adopted the policy of Lebensraum ("living space"), where he believed for Germany to regain its status as a world leader it would need colonize and exploit other areas of Europe.
Hitler invaded Czechoslavakia, the Rineland, and the Sudetenland (in Czechoslavakia), and the West still didn't go to war with Germany. The Nazis took the resources from these areas.
In 1939, Hitler also signed the Nazi-Soviet Pact with Stalin. This pact provided Russia with the committment that Germany would not attack them, and provided Hitler with Russia's resources.
As people have previously mentioned, the entire German economy was geared towards helping the war effort (but still needed external resources).

Hitler was a stud before he went crazy, and he was Times "man of the year" for rebuilding Germany's economy. Then he seized all the Jewish bank accounts (he blamed the Jews for WW1), had German auto makers start making tanks and stuff, kidnapped scientists, invaded Poland and took what he needed, then WW2 started.
In a nut shell, he stopped making payments on WW1. By the time WW2 started, the rest of Europe wasn't rebuilt yet either (that's why it was so easy to take most of Europe, with the help of Italy & Russia)
