You never have to. You could propose to a complete stranger 3,000 times and get told no every time and you still wouldn't technically have to give up. It's up to you when you stop, but if she said no the first time she probably just doesn't want to marry you so it's a good idea to stop. Then again, maybe she was just scared, if you ask twice and she says no, it's not going to work.
