In other words, is sea level (0 m) the same here as in China

Hopefully they will be a little above sea level or the docks will get wet.

Sea level is the average height of the sea. By definition, sea level must be where the level of the sea is wherever you are. It would be silly to place a port far from sea level.

However, Gloucester is a port and it is 10m above sea level. This because there is a ship canal that lifts the boats and allows it to travel the 16 miles to Gloucester.

No, the sea level may be different in China than wherever "here" is. Ocean currents, shape of shorelines etc. effect ocean levels. The Gulf Stream caused the Atlantic Ocean at the west coast of Bermuda to be 1 meter higher than that in Charleston, S.C. The Pacific Ocean is 20 centimeters higher on its side of the Panama Canal than the Atlantic Ocean is on its side.

Yes, as far as I am aware, sea level is 0m all over the world
