Cuba has nither a socialist nor a communist economy, even though it is a centraly planned economy, the means of production is owned by the government and not the workers. In socialism the workers and the majority own the means of production not the governement or a privelaged few. So what does this make Cuba? A Stalinist economy. Thats what China was before the reforms, what North Korea is and what Russia became when Stalin came to power and betrayed the Marxist revolution. A good book to read on the differences between Stalinism and socialism/communism is the Revolution Betrayed, it is now free over the internet. A lot of people make the mistake that Stalinism is communism/socialism and in doing so distort what socialism realy is and no European econommies arent socialist, its not enough for the government to own a few companies. The people have to own the means of production and the econommy has to be centrilized and planned.

Definitely communism. The difference between the two is that under communism, all the means of production are owned by the state. Under socialism, only some of the companies that produce goods and services are owned by the state.
In Cuba, all companies are owned and operated by the state.
Contrary to one of the above answers, communism and democracy are not opposites. You can have the government elected by democratic means, and still have communism. Russia is a good example, although most of the elected officials are in the same party -- Putin's.
