Since you were given the motherboard it is likely bad. Look at the little round things that look like little barrells with four pieces of pie on the top. If the top is poped out on any of them it will not work right.
Trash it

Check your motherboard to be sure it is not touching your case someplace. The pins on chips and slots stick out the bottom of the motherboard and if not properly mounted can touch the case. Finding the problem will require a systematic testing of each component to find the problem. Try testing things in an orderly manner as follows; Examine the power supply, does it have a switch on the back of the case? Do you have that switch turned on? Get the motherboard manual and check each wire you have connected by the manual. Lots of times we make a small mistake in wiring and it is hard to see the mistake right off. Are the memory chips pushed all the way into the slots? Does your motherboard make a beeping sound when you turn it on? If so look up the beep codes for your motherboard as this is the way it tells you what is wrong. If you do not have a multimeter you should get one to use to test the power switch and voltage levels on the motherboard. One easy way to test the on off switch is to get a flashlight bulb and a battery and two short pieces of wire. Push one wire into each connection of the power switch wire. Connect to the battery with one wire, to the bulb with the other and press the center pickup of the bulb to the other end of the battery. If the switch is good the bulb will glow. Remove all of the cards from your motherboard except for the video. Restart the computer, does it now try to reboot and show video? Examine the video cable, have you bent some of the pins? This can cause a problem.

Unless you have a good background in working with your BIOS then I would say trash it. Bios is tricky and can become more complicated than most would imagine without experience. Save yourself a lot of frustration and grief.
Good Luck

something like this happened when I built my PC. What you may have to do is change jumpers for the cmos that will clear all the data in it back to default. You may need to look this up in the instructions

Sorry to say, but it sounds like the board is dead! It could be that, or just the set up is wrong on it
