how do you catch latia and latio on pokemon sapphir and where do you get an good rod at?

i've run into latia at least 5 times already--all in the same spot, but every time i try to catch it it runs away. i've already used my master ball on kyroge so it can't be used on latia. also, where do i find latio (and how would i go about catching him?) and were do i get a good rod at?

Latios is Ruby only, so you'll need to trade in order to get Latios unless you have the Eon ticket. You can then go to a special island where you can catch both dragons. they're a little stronger here since they will be holding Soul Dew, which boosts their special attack and special defence. also, if you fight them here, they won't run away from you.

As for Latias, you need to trap it on play before you can do anything. I'd recommend something fast with the move mean look to keep it in play. Once you've trapped it in play, weaken it slowly. Bear in mind that the Arena trap ability won't work because both Latias and Latios have the levitate ability. Latias will have water sport, refresh, mist ball and psychic. The best bet is to use a Sableye. It can trap latias in play with mean look and latias cannot hurt it either.

For the good rod, head east of Mauville city and surf across the water. Now talk to the fisherman there and he'll give you the good rod.
