Is it because the density is the same?
When calculating mass/volume = density.
If two samples come up with the same density does that mean they are made up of the same substance?

No, it doesn't. Two different substances could easily have densities that were the same within your experimental error. At the same time, two samples could be made from the same substance but have different densities, if one of them had a hidden cavity. This could also cause different substances to appear to have the same density. For example, a hollow aluminim ball and a solid aluminum ball would seem to have different densities, while a hollow lead ball might appear to have the same density as a solid aluminum one.

Density is one of many properties that could be used, but is not sufficient to prove that two items are same substance.

One could test reactivity with acids, bases, metals; heat capacity, boiling, freezing and melting point, etc.

Only is many of these tests have identical results could you deduce that the substances are the same.
