More than likely you have too many programs open on the startup. Using task manager (ALT-CTRL-DEL) will let you see the processes running on your computer (use the processes tab). Another way to check is to go to start then run and type in msconfig. This utility can be used to see what you have listed on the startup tab. Don't change settings here unless you really know what you are doing.
Run virus and spyware checking programs and look for a decent registry cleaning util. You can increase the virtual memory using the following process: right click my computer and click on properties. Click advanced tab - settings (performance) - advanced tab - virtual memory change button to alter the amount of space being used. BEFORE you attempt to change the settings here consider how much RAM you are using. Windows XP (I'm assuming that's what you are using) requires at least 256mb of RAM (512mb or more is preferred). The general consensus is that windows should use 1.5 times the RAM installed in your system.
But it does sound like you have too many things loading up on the startup or not enough RAM installed on your system. If you think you have enough RAM, consider downloading and running memtest86 (http://www.memtest86.com/). Running that overnight (about 5 or 6 hours) will let you know if there is a RAM problem.
Finally, your only other option might be to back up what you can to disc and format your hard drive. Use the msconfig util to set a selective startup - uncheck load startup items and it should stop other programs from loading up and burdening your computer.

Virtual memory is a part of your hard drive which windows uses as if it were memory
for example ,if you have 512mb ram on your p.c staright away this decreases to around 280mb when running processes have been taken into account,and anti-virus scanners,ect
when you run a application that requires 512mb,windows will then borrow memory from the virtual memory(also known as the page file)
if this starts to get low you will receive a warning message like you did saying "virtual memory is too low"
a simple solution to this problem is a memory upgrade,the more the better,i have 1.5gb on my system and i havent had a warning message since the days i was running a p.c with 256mb
i recommend at least 512mb as ample memory,but if you can afford it go for 1gb,this will make programs and applications run much smoother and more inportantly you wont receive any of them awfull messages

What is your RAM size because that may be the case if its a 512MB ram then the best solution will be to upgrade it to a 1GB or even a 2GB if you fancy. you can get cheap ones of ebay and that should solve your problem as it happened to me on my computer and i upgraded the ram and it started working better and faster
