If your ceiling is leaking water, then some damage is already done. If you live in an apartment, you should contact the building supervisor, or agent responsible to set up repairs. Your ceiling will have to be cut into to find the source. I f you live in a private dwelling:Two story- water line to upstairs bathroom, or drain(Unlikely). Single story- Roof leak above kitchen area, vent stack, or fresh air intake. Have licenced roofing contractor inspect it. Your insulation will need to be replaced, substructure checked, and drywall/wood repaired, or replaced. Good luck!

Ceilings don't leak, roofs do. You need to get up on the roof and find the point of entry. Likely spots are valley ridges, the area around protruding objects (pipe jacks, vents, chimneys, etc), and gable vents in high wind. If you can't find it there, get in the attic, and check the plywood decking the roof is made of for telltale dark spots, runs, or areas indicating water entry. If still no luck, while you're in the attic, check the ceiling over the kitchen for the wet area, then look up from there. It could be the roof leak you're searching for, a sweaty a/c duct or pipe, or a leaky pipe. Good luck.

Do you live in an apartment or house? Are there pipes in your ceiling or is it the roof? There are lots of things we need to know before we can help you. If you live in a house and don't have pipes in the ceiling, you need to find the leak on your roof and patch it before your ceiling is damaged further.

First of all stop talking to them about it. Repair requests should always be in writing. You would have to do that before you can take any legal action anyway so you have legal proof they know about the problem. Talking to them a dozen times does not cut it. Once you send the letter if they still do not fix it then there are further steps you must take depending on your state's laws. You do not say what state you are in so cannot advise any further.

If it's raining out side, it might be a leaky roof

If there are overhead pipes, might be a leaky pipe

If it's apt building, maybe the folks upstairs have a plugged up toilet
