Recently I received an e-mail foward from a friend that said In February all cell phone numbers are being released to telemarketing companies, and these calls will be charged. There is an 888 number that people can call to be put on a Do Not Call list. Could this be a hoax or is this a real way to prevent unwanted calls & charges.

I'm pleased to say that email you got was false. Yep it is a hoax, pay no attention to it. Had to look it up myself though. Check out the Snopes.com link below to find out more.
Hope this helps

Email is a hoax, however the do not call list will be extended to cell phones. I believe sometime in the second quarter you will be recieving telemarketed calls on your cellphone.
