If I applied in early November, how much longer must I wait before I finally hear something from Oxford?

I can't speak for Oxford in particular -- but I imagine that they do the same thing as most top universities in the US. Admission to postgraduate programs is decided by the faculty of the department and not by a group of people whose job is to decide who gets in. The faculty usually wait until all applications are in, then send them around to the people on the committee. They eventually set a date to all meet and decide.

Since these faculty members may be teaching, and January is the recruiting season for new faculty, they usually don't have time to meet until some time in February. They will notify those who got in immediately. They may reject others immediately -- but may hold off telling other qualified candidates until they have an indication of how many students will accept.

When I applied to PhD programs at top schools in 1997, I heard from those that accepted me in mid-February. I heard from most of those who rejected me in early March. I never heard from one school (until I wrote them several months later).

You should be pro-active in your search for an answer! If I were you, I would call admissions and ask. Perhaps even a visit in person would be in order if possible.

Your response could have been lost in the post or they are still deciding on acceptance. Either way, you'll find out for sure! Even more, they might tell you how long the process takes to ease your mind!

I went there for a summer (undergrad) and the response was fairly quick but your situation is completely different and the rules might of changed since then considering I am from America and was 16 at the time!
