Screen resolution is not dependent upon the computer or software in use - it's dependent upon your preference, and what the monitor you are using can display. 800 x 600 on one monitor may look fine, but on another (mine, for example), it would look overly humongous.
Applications and websites suggest resolutions to be used because that is generally what resolution their page or program was built using - and therefore, is the optimal resolution used to view it. It doesn't necessarily mean that you HAVE to switch to that resolution. Some applications automatically change your resolution when opened, then change it back when closed.

Resolution has very little to do with the size of the monitor. My parents have a 17in CRT and can barely see icons with a resolution over 800x600. Before my current setup, I had a 15' CRT that displayed better at 1024x768. I now have a 17' and a 19' LCD and my icons and such show up about the same or better using 1280 x 1024. The resolution is moreso dependent upon what the monitor can display, not the size of the monitor's viewing area.

If you run a 15" monitor at 1024x768, then all the buttons etc will be incredibly tiny and hard to use - it will also be very hard to drag the sides and corners of windows to resize them, because the "hit" zone for dragging will by very narrow. A 15" monitor is best as 800x600, and a 17" monitor is best at 1024x768 - or perhaps 1280x1024 if you have very good eyesight and delicate mouse control skill.
