I am wondering if my neighbor is running his laptop off of his own router because it seems when he is home it causes my connection to have problems , is this possible that is router and my router are conflicting?

Try changing your frequency, as the others here have advised.
If you are each running a wireless router, you should set up WEP on your router at least. - Wired Equivalent Privacy (WEP) Have a look here: http://en.wikipedia.org/wiki/Wired_Equivalent_Privacy
Though WEP security is not fool-proof, it is better than no security at all!

I have seen problems where if the two routers are broadcasting on the same frequency it might overlap. I suggest changing your broadcast frequency to 1 or 11, if 6 is being used. You can see what channel the other wireless router is using by installing something like Net Stumbler, a free wireless network identification tool.

Your daughter's computer thinks it should be running off a cable plugged into the router, that's what it is saying. You need to go to the Networking page, disable that one and enable the wireless link instead. Then everything will work again.

tey may be running on the same wifi channel. If you go in to your routers configuration screens there should be an option to choose a different channel (think you can choose between 1-12) Another thing which may interfere is a cordless phone running on the same channel. again this is easily sorted by choosing a new channel

If they are on the same wi-fi channel yes.

Change your channel in the router config then see if it helps.

No you should have a code on your router to stop anybody using it but you . My neighbour cant get into using mine ?

Try to use different frequency channel, and find the best performance channel.

I would add security to your network and then get a booster to enhace your performace inside if you are using wireless.
