No. You need the data cable and some sort of unlocking software.
Or you can get the unlock code from Nokia based on your IMEI (serial number). or use a 3rd party peice of software that works out the code.
Or take it to a shady phone dealer.

the nokia 3410 ca be unlocked by typing in a specail unlock code directly into the phone, go to a search engine and type " free nokia 3410 unlock codes" and go from there.

There are some sites which will give you codes to unlock your phone- but I would decide against it- if you insert 3 incorrect codes, you will be locked out of your phone!!!
