We have bought the kids computers under the agreement they would let us monitor the network, one of them has somehow locked their monitor with a password or something and now we cant get it to turn on. How can we fix this. We had an agreement

I think they might have just adjusted the color with some buttons on the screen try that, you cant really lock a monitor,

If the computer supports it, do a system restore. This'll wipe everything out and reset the system to factory specs. Some systems use a cd others, like Dell use the ctrl-F11 when rebooting.

Does he know the password? If so, remove all privileges until he tells you what it is. Also the computer should be in a place where you see what he's doing. Don't put it in his bedroom.

take the entire thing off him, he needs to learn sooner or later that life is not all about him and its unfair. Life is all about making agreements and if he cant respect that then he doesnt deserve it... its a privilidge not a right

One way would be to unplug the computer, plug it back in and log in with your administrator account. At least you would be able to get back into the computer. Have them turn off their screensaver password.
