Is it possible to get an animated desktop background like you can on some cell phones? If so how and were?

The best way to have animated wallpapers in your desktop is by making a flash animation and publishing it to html or gif file.
Then you can make the html or gif file as background.
To do this(if you know flash), make the required flash animation, goto file->publish settings. tick the flash movie,html/gif tick boxes. then make the appropriate changes(make sure to put the animated option on in the gif tag).
there you are with an animated wallpaper.
