One of these or one similiar, they are easy to use. And buy some long life lightbulbs. They cost more upfront but usually make up for the added expense with lower wattage and they don't have to be replaced as often especially handy in situations like this

Go to a hardware store or a chain store that carries home supplies and look for an extended reach bulb changer. I have seen them and have even seen TV ads for an item that has a long pole and a cup or some kind of a bulb holding device at the end that you can reach bulbs that are up high in the air like you describe.

If your light is simply an exposed/accessible bulb, you can pick up an inexpensive tool, at your local hardware store, which can be placed on the end of an extendable pole.
If you must remove a cover/decorative shade to access the bulb, you may have to consider a ladder.

the home centers sell a handy dandy little tool for just this problem, a basket looking thing on the end of a pole. you pull a lever or squeeze a handle and it grabs the bulb. I have no idea what the tool is called.
Either that, or get one of those ladders that work on stairs. maybe a big wad of gum on the end of a long stick would work.

You should use an extension ladder to reach it. You will need someone to hold the ladder at the bottom to stabilize it while the other person changes the bulb. Use a long-life bulb to replace it with so you don't have to do this often.

Easy one. Go to the hardware store, they now sell to the general public bulb extractors that are attached to long extension poles. Since so many homes now have vaulted ceilings, I guess someone finally realized everyone does not have a really big ladder!

go to "Lowe's" or the "Home Depot" they have extend-able poles that have a device on the end to cradle the bulb so you can take them out and put them in. You may be able to devise one yourself I have with a Long stick, a water bottle and a screw to attach it to the stick. Have fun.
