no its not,,,,,, sometimes by forcing people to be with others,,,,, you promote understanding and acceptance,,,,,, you will find the south, because of the forced integration of the past, is actually less prejudice then the northern states (atleast that is my experience)
i feel, whether racial or gender or anything, you can talk all day about equality and acceptance, and try to educate people,,,,, but there comes a point in time to say,,,, mix and deal with it, if you have a problem with it, its your problem,,,,,,this is true if its someone of a different race in school, or a woman police officer or a minority president etc

Not if governments attempt to legislate integration. Intergration is a gradual natural humanist thing (I think).

starting from probablistic models for trafficing, to building structures, to space ventures etc
