how would I determine which are not proportional.

3/11=7/19 is not proportional....with the others three goes into the top and 11 goes into the bottom...i.e. they are proportional.

for 3/11 to 6/22 you multiply the top and bottom by 2.
for 3/11 to 9/33 you multiply the top and botttom by 3.
for 3/11 to 12/44 you numtiply the top and bottom by 4.
from 3/11 to 7/19 you can't multiply the top and bootom by a numberto get 7/19

your answer is 3/11=7/19

to determine if a fraction is proportional to the other, the numerator (top number) is multiplied with a number to give the top number of the other fraction; the same number should be able to multiply the denominator (bottom number) to give the bottom number of the other without giving a remainder or a bigger number. therefore using this principle 3/11 = 7/19 is the answer because if u multiply 3 which is the top number by 2.3 to get 7; if u multiply 11 by 2.3 u do not get 19 but 25.3.
