my printer is mainly used for printing but it also scans and copies. i know how to copy it, but i need to scan it so i can send something to my brother via email?
is that also possible?

i HAVE pressed the scan button but nothing happens. Just the on button keeps on flashing AND i dont know where my dad put the manual(he isn't here by the way). Its an HP psc 1315v all-in-one.

Yes, just place the document on the scanner. There should be a scan button. Once you press that, you'll probably be prompted to enter a file name. Enter a name for the file and remember where you put it (on your desktop is easiest).

Definitely you don't know what scanning is, and definitely you did not read a word from the manual. Scanning is a process of digitizing an image (in most cases from printed, paper-based material) into image data for processing with a computer. Printing is the reverse process, sending digital data to a printer for paper output. You need scanner software (which you got with your device, I suppose) for scanning, maybe Windows' built-in stuff could do.

Theres usually a special free software ( included with the printer) that you can use to scan, alternatively you can use
Adobe photoshop or MS paint (File > From scanner or camera)

Don't know what kind of "all in one" you have , but most will display a menu>>>scan to file>>>scant to document>>> etc...
scan it to what ever file you wish, save and there it stays!!
