Although there is no constantly updated list it is fairly easy to check the qualification of the dive instructors. All dive training agencies including PADI, NAUI,SSI,SDI/TDI etc will have web pages which list their affiliate training centers or have contact information.... Check out

Once you locate their training center near you, you can be reasonably assured that the instructors there are certified for the courses they teach, if they arent the dive shop would lose its licence and they would loose their listing from the training agency.
If still not sure contact the Training Agency with the information of that instructor i.e. Name, location certification number and date, and they will be able to respond by e-mail or phone or suggest a training center that is not questionable.
Never take a course at a center or with an instructor you do not feel comfortable with, scuba diving is supposed to be enjoyable.
Dive agencies maintain strict policies of who may teach what and which dive shops are recognized by them and it isn't worth losing your business just tot let cousin Frank make a few extra dollars on the weekend by teaching courses he isn't trained for.

One more thing... you dont become an instructor in a weekend it takes time practice dives and courses, anyone who is an instructor wil have several C-Cards including Open Water, Advanced Open Water, Rescue, Dive Master, etc in addition to their Instructor card... If necessary ask to see them.

In general as long as you stay with a recognized and legit Dive Shop or Center you shouldn't have any problems.

Well, when you choose to learn to scuba dive at a certain dive-center you might want to ask the scuba dive instructor to show you her or his certification. On there it should be written if the dive instructor is in good standing and has renewed the membership as a scuba instructor and therefore may teach scuba courses. If you still are not sure, or if you do not feel comfortable asking the scuba instructor directly, you may want to get into contact with the scuba organisation. There are different ones and all of them have homepages where you will find contact information. Here are some of the international scuba dive organisations: PADI, NAUI, CMAS. But also, if you decide to learn how to scuba dive while on vacation somewhere, if you know someone who is a scuba dive instructor back home, then this person can also check for you, over the internet for example, if a scuba instructor is in good standing and is allowed to teach scuba classes. It is good to want to be sure that a scuba instructor is in good standing. Scuba diving is a lot of fun and being in the water with scuba equipment is just great. Of course it is important though, for scuba diving especially, that there is a good scuba instructor that will teach you well not only how to be safe in the water and how to scuba dive the right way, but also how to appreciate and enjoy the scuba sport and the underwater environment.

Oh yes yes yes. If you saw the documentary "Supersize Me" you would know that not only does it make you fat, but by eating too much can cause liver problems, kidney failure, depression, impotense, lack of energy, and many other problems. This guy did a documentary where he ate nothing but Mcdonalds for a month, after 3 weeks the doctors told him that if he continues, he would die. Watch out. That place may taste good, but its dirty. "If something sounds too good to be true, it probably is." EDIT: And to those who say it is false- People do not make themselves fat. Food does. People go to a fastfood restaurant. Go to a healthy one and it won't make you fat. Go to a not healthy one and it will. What the questioner asked is does McDonald's make people fat. While there is nothing that makes you fat after one meal, eating a lot of Mcdonald's makes you more fat than eating a lot of most food places.
