♡I have never heard of such a policy before.
I've stayed in many hotels and ryokan in Japan and I have never seen this in any of the hotel guidelines provided in the room's guest services and policy books.
I have dropped coffee on the sheets and called the front desk to let them know. They immediately sent someone up to change them and didn't charge me a thing. (They looked ruined to me!) I also used a few towels that time to wipe up some of the coffee. No charge for those 'stained' towels either. I've even broken a (drinking) glass or two (the type provided in the bathrooms) and wasn't charged...
But anything is possible, I guess.

Oh well, unlike the the above answerer I've broken glass in a Tokyo Hotel and *have been* charged for it, but I don't imagine the Japanese would even accept payment for a stained towel. That is, after all, part of the business of hotel business in amenities.

No. I have never heard of that either. But then again I have never had a stained towel at a hotel either. You would have to think that they have a ton of things to clean towels.

Why on earth should they? Does the hotel expect the the towel not to be used? Is it just there for decoration?

Just steal the towel and they will never see the stain

That's a new one on me! However, given that hotel charge 500 yen for a 250 can of beer, I'm not suprised.
