Would it be nice to learn French there, and still see people speaking English?

I don't quite understand your question... You can learn French here, and you can see people speaking English also. They are a minority, but they're definitely here.

There are still English-speaking people in Quebec City (if that's what you're talking about).

It would be easier to pick up French there than in Montreal because you'd have to put your brain on the "French Channel" to be able to get through the day.

Eat some poutine...then your French will come easily.

The most beautiful girl I've ever met lives there. She makes Quebec the most gorgeous town in North America.
Sure, you can survive with English.

Quebec City sounds like a good idea - if you get bored - you can jump a liner for Europe.
