He claimed to know of an account worth ten million dollars. He told me that if I stepped in as next of kin using my U.S. bank account we could share the account equally. Am I being taken?

This is a new one to me,but it has got scam written all over it.It sounds to me like a way to get your bank details off you,and take you for every penny.Dont hold me to that i might not be right.Do you know this person?If you dont it's more than likely a scam.Your best bet is to notify the bank....or just stay well away.

That is called a HOAX email from a fraud and you should delete it or better still if his email is a yahoo or hotmail account, email his provider and forward them his email - that way his account will be shut down which will cause him the hastle of reopening another.
