1. You can have any number of IP on one computer. Even one Ethernet card can have any number of IPs 2. does it keep the same IP address or uses a different IP address? It is you to decide to keep or change. If you move to a different network you may have to change the IP. It is like your home address. Imagine you moved your home from one town to another. 3. How do I find out what network I'm connected to? No single simple answer here. You may have to start by asking the person responsible for your network.

"How to know the IP Address of the person who is sending me mail"
Getting the IP address of the sender from an email depends on the email client you use, and whether or not the sending mail server includes this info.
http://spamcop.net/fom-serve/cache/19.html
Web-based mail usually makes it impossible to view email header information.
"and how to find his location with the IP address ?"
There are some online tools which can use an IP address to lookup limited location information - if you're lucky, you can get the city, but that's the city of the sender's ISP, which may not necessarily be his city. It's not possible for the average user to get a street address from an IP address, short of a court order.
"and how to know my computer IP address ?"
http://www.whatismyip.org/
"Could i hide my IP address while sending mail or chatting or could i change my IP address ?"
An IP address is assigned by your ISP. Your ISP may assign you a static IP (it never changes), or a dynamic one (it may change every time you connect, every hour, every day, once a year, whenever). If you have a dynamic IP, you need to wait the appropriate amount of time. Some ISPs have tricks that will force an update of the IP, such as manually disconnecting your modem for a certain length of time (usually about 10 minutes to an hour).
If you have a static IP, you need to contact your ISP to change it.
You can hide your IP address while surfing by using a proxy server. There are literally hundreds of free online proxy services, such as http://proxify.com. For something a little more secure and not restricted to web surfing, checkout Tor (http://tor.eff.org).
Of course, if you use web mail (Hotmail/MSN, Gmail, Yahoo!), these do not contain any information about your PC or IP address, since it's not your PC that's sending the email.
Also, instant messengers that use a centralized server (such as MSN/Windows Live), you can't get the person's IP address, because you're only technically connected to the messenger's server. You can't get an IP address unless you're directly connected to that machine - with the exception being emails, which log certain details at each step of the destination and put it in the header.

It is impossible, the IP address of the person who sends you email is only known by the server he used to send his email. The IP address you see in the mailheader is the IP address of your Internet Service Provider's mailserver. There is also no way you can hide your IP address, the only way to send anonymous email would be by using a website to send email on a different computer (not on your internet connection). You can also not locate someone thru his IP address, only the police can do that if they have a court order to do so due to privacy reasons. You can't change your IP address either, it has been given to you by your ISP, it is only possible to do this if you connect by dial-up, than the IP address changes every time.

Your Internet Service Provider generally assigns you a temporary IP address which is known as Dynamic Host Configuration Protocol addressing. However, there is software available to track your current IP address as it changes. You can do a "trace route" to see where the IP source is your communicating with.

Your IP address is what it is. Go to www.whatismyip.com.
To learn the sender’s IP address, in Yahoo Mail, General Preferences, look for "display full header." When you receive e-mail, you will see it.
Go to http://www.arin.net/whois/index.html
- enter the IP address of the sender -- to learn the provider. To report abuse, notify the administrator of the provider.
For more information, I imagine you will have to show a badge from the FBI.
