I applied for a job in Shanghai (I'm based in the Philippines), and was interviewed over the phone. Will they still require me to got to Shanghai in person to be interviewed again? What is the probability that I'll get hired based on just a phone interview?

Also, they required me to submit 3 reference letters. Will these help?

If you get the job, will you be working in Shanghai? If so, they may want you to be interviewed in person - but only if they're pretty serious about hiring you.

I have been offered a position based solely on a phone interview.

The letters might help or they might just be company policy.

That is the standard practice. It looks like the employer conduct the interview very efficiently with a request of reference. Not sure what kind of position you apply for, but I can tell you, as long as there is a good match between the job and your skills and a great career path in a reputable employer, you ought to give it a try. Obviously they liked what you said on the phone interview, or they wouldnt have contacted you for a interview in person. Your chances are great. Appearance, and how you present yourself in person, matters! You dont want someone working for you who can just say things that sound good on the phone. You want the total package. Just like if you were starting a internet love relationship......total package. How well you assert yourself and hold your posture and attitude to perform the job. Good luck
