Very simple.....

1. Get BSE to have no dips in the market more than 5%.
2. Get investment process really simple.
3. Open the investment into India for all RIs and NRIs.
4. Reduce taxes down to zero for all NRIs.
5. Pay out dividends like crazy.
6. Have interest in the banks for NRIs currency to be 2x their in-country rates, with full repatriazation.

If you can accomplish each one of the above, or even one of the above, you will see BILLIONS of Dollars (equiv) flowing into the country every month, and no withdrawls.
