It depends on what you are considering a welfare state. There is no simple answer to this question as it depends on each persons outlook. Yes we do have people who live completely on the social handouts afforded them by the government, and are content on living like that. Those people are in a very, very small minority. Are Canadians more likely to expect government assistance then people in the US? Yes, only because of a mentality that has planted itself in the mindset of Canadians that the government can do everything for them.

Canada is not a state, it is a country north of the USA.

LOL, no. It has much more socialism than the USA though. A positive benefit is that Canada has a national health care policy while the USA has not.

Socialist state like the Democrats would like to see here. Hugo Chavez is their hero. Perhaps they will follow his example and start nationalizing industries starting with communications.
