Your first step should be to improve your English, especially written English. If you can't communicate with co-workers or Western companies interested in employing offshore assets, you'll find your job prospects very low.
I suggest Java. It's something you can learn largely on your own, you can get all of the major tools for free, and finally you can find a lot of work with this language in both apps and webapps.
Avoid VB.NET (I know that it seems cheap and easy now, but the overhead involved in delivering VB.NET applications can be prohibitively expensive and terribly hard to maintain)
Work on your SQL skills and your DB design and you might be able to fins something as a Query Analyst or assistant which can lead to a Database Administrator.

I wouldn't say so. Are nights at the pub a waste of time, some say and others no. You can do so much on a Pc these days. There are onlune group on different interests, Msn groups are the best. I read on line too. You can learn. Almost any thing so i dont think it is a waste of time.

There's a punch of jobs in the field of writing spell check programs. I hear they make lots of money. Look into it.
