I just finished teaching this unit. Okay, "percent" means out of 100. If you have a number that is greater than one, it will be greater than 100%.
2 = 200%
3 = 300%
What do you think 4 would be?
Now, deal with what's behind the decimal point. Hopefully your teacher has beat into your brain that "point 61" is really "sixty-one hundredths". Another way to think of this is "sixty-one OUT OF 100", or 61%.
So, put it all together. You know that 4 equals ___% and .61 equals ___%. Put them together and you have _____%.
