It is true, car manufacturers set different standards to their air bag system. There are no regulations that stipulate when and how to release the air bags.
Some car manufacturers set the air bag release on high risk, which means when a major impact takes place. In other cases on lower risks, which can be annoying because it simply destroys the steering wheel.

The air bag system consists of three basic parts-an air bag module, crash sensors and a diagnostic unit. Some systems may also have an on/off switch, which allows the air bag to be deactivated.
However there are norms that some manfuacturers use Air bags are typically designed to deploy in frontal and near-frontal collisions, which are comparable to hitting a solid barrier at approximately 8 to 14 miles per hour (mph) (13 to 23 km/h). Roughly speaking, a 14 mph (23 km/h).

There are errors and it has nothing to do with who made the car, negligence is wide spread. I actually know of people who crashed at a speed of 120mph in a BMW 7series and the airbags were not deployed!
