CD/DVD drives usually make a whirling sound as they spin up to the desired speed needed to read a disk. If it used to do this before you were denied access to the drive's contents then you could get an updated driver from your device manufacturer. First try to determine if your cd/dvd drive is working in the control panel/system/hardware tab. you'd find it under the disk drive category or removable media. If there is no problem with the device as windows reports it, there might be a physical problem with the drive itself. For one, someone could have inserted some small object or thing into the drive when you inadvertedly left the drive open(say like a small child who tends to stick almost anything anywhere). Or there might be a problem with the cd retention mechanism that holds the cd down while it spins at high speed. Or yet again the problem could be a busted mechanism somewhere inside the unit. You could consider having it changed at your pc store. They are quite affordable nowadays. Hope it hepls.

No, the type of laser used in a dvd drive is different from the laser used in a cdrom drive. DVD drives are made to be backward compatible with cdrom, but it doesn't work the other way around.

a cd drive can't spin fast enough to read a dvd

Your regular cd-rom drive uses a bigger laser (retarded way of putting it, I know) than a DVD drive.

So no, it won't work.
