I do not think you would need a car in Berlin. The public transport is quite good there and normally you can get a month-pass (sometimes the company pays them or at least a part).
This month pass allows you to go by bus, by urban train (S-Bahn) or/and U-Bahn ( Subway or Unterground) without restriccions. For more information (fares, routes etc) here you have the link to the official web of the public transport in Berlin (english version):

If your home will be outside Berlin (country), it can be possible that you need a car. Some places in the coutry have public transport services just each hour or each two hours, but those cases are only when you live really in the country.

I have been here 2 years and haven't needed a car for in the city. You may want one if you plan on traveling outside the city. You are right in that trains to other cities can be expensive. To get an idea of the costs here is the german rail website www.bahn.de
I'm happy not having to make car payments or worry about insurance, but on the other hand I miss making little weekend trips. There is snowboarding 2 hours away, but we haven't gone yet because of the lack of a car. Poland is so close, but we haven't been there either. I do miss the freedom of being able to hop in the car and just go somewhere without planning a trip, checking the cost of the train ticket, lugging the bags to the train station etc.

Well if you sell your car in Thailand and get one for the same money in USA, then maybe it's good to ship to Germany. But if you're gonna pay money to get a car, it's not worth it. The public transport system in Berlin is excellent. And if you plan to visit large cities in Europe, trains are comfy and practical. I see no point of having a car in Europe unless you like to drive the old roads between villages (then you can rent a car for the weekends).

Berlin has a good U-bahn (you Yanks call them subways). It all depends on your circumstances. I do not know where you got the idea that public transport is expensive in Germany. I travelled from Berlin to Leipzig and back for £10 (about $19)

I breathed hearth once, only to work out what it became like. It scared me mindless, I received't do this again! from what i remember most people in berlin drive tanks - you will be okay as long as your arent jewish or "ethnic"
