Can it be close to the SouthWest Foot Institute?

Jeez, I think that's a big ask of any city.
But I do think Motel 6 would be one of the cheapest/cleanest hotels around there.
The link I have provided below is to their site. There are about five Motel 6 motels located around Phoenix.
Finding one near to the Southwest Foot institute is likely.
You need to put in dates before getting a price; it would be worthwhile having a look:

The clinic is near the Good Samaritan Hospital, close to downtown.
I have found a site for hotel rooms in downtown Phoenix, and it looks like you may find something in that price range:

This would be a better option than Motel 6, Motel 6 are (usually) closer to the Interstates.
~~ Failing all that I would contact the clinic and ask what they suggest about accommodation.

Rooms are cheaper in the summer in Phoenix, however, I have stayed at the Motel 6 near Metro center at I-17 and Thunderbird for 45.99 as of last week.

$45.00 per day calculates out to $1350.00 per month. You could rent a very comfortable house or apartment for that amount. Why would you want to live in a motel?
