for those people who have promised to tackle things at the grassroots-level like roads, drainage,housing etc. instead of hurling abuses at one another.

Go by the Candidates first and their past performance. If you want to select by Party wise, better to vote the Party which can take decisions at their level instead of passing up to "High Command" in Delhi. Avoid national parties to the extent possible. They have no business in running BMCs and TMCs.
