Not easily. Pay an expert or put in a load of time learning all this stuff. Even then, and expert has only a 50% chance of getting it back.

Google "Partition recovery"
Plenty of free programs out there, but for vital data, I recommend paying for a good program.

With the software known as PC inspector file recovery you can get back all the things but you cannot get execute and dll files
